Facilities with threshold quantities of hazardous chemicals must assess their processes and establish a program to safely manage those processes and chemicals. Plans must focus on proper operating procedures as well as emergency response procedures.

Aboveground Storage Tanks (ASTs) require routine maintenance, testing and inspections to ensure that bulk fluids storage will not cause leaks, spills or chemical releases.
